Alibaba Expands Global AI Infrastructure With New Data Centers in Europe and Middle East
Alibaba is accelerating its global AI expansion, announcing plans to build new cloud regions across Europe and the Middle East as it competes to capture rising demand for AI computing and cloud services.
The company plans to establish its first cloud regions in Turkey, Finland and the Netherlands over the next 12 months, while expanding existing data-center capacity in the United Arab Emirates, Germany, France, Malaysia and Hong Kong.
Alibaba Cloud is targeting more than 20 gigawatts of global data-center capacity by 2032.
The expansion is designed to bring computing resources closer to customers, allowing enterprises to deploy AI applications with more localized infrastructure and potentially lower latency.
Alibaba Cloud currently operates 107 availability zones across 31 regions worldwide.
The United Arab Emirates is among the markets where Alibaba plans to expand its existing data-center footprint.
That puts the UAE within Alibaba's broader strategy of building regional AI infrastructure closer to enterprise customers in the Middle East.
Alibaba's strategy goes beyond cloud infrastructure.
At its Apsara conference, the company unveiled the Zhenwu V900 AI chip, which it says delivers roughly three times the performance of its predecessor and is expected to enter mass production in early 2027.
Alibaba is also developing a next-generation AI model with 5 trillion to 10 trillion parameters, potentially up to four times the size of its current flagship model.

Alibaba is positioning its cloud business as a major growth engine beyond traditional e-commerce.
The company says demand for AI computing is exceptionally strong, while supply-chain constraints are limiting how quickly it can expand capacity.
The international expansion also places Alibaba Cloud in more direct competition with major Western cloud providers, including Amazon and Alphabet, particularly as companies move AI projects from experimentation toward commercial deployment.
Alibaba shares rose 5.1% on September 22, reaching a one-month high after the company announced its new AI chip and larger-model plans.
Alibaba is moving beyond being primarily an e-commerce giant and building a broader AI infrastructure ecosystem spanning chips, cloud computing, data centers and foundation models.
